6月24日,泰国权利与自由保护部(Rights and Liberties Protection Department)总司长艾蒙·颂凯女士(Ms. Aimon Siangyai)率团访问深圳市无人机行业协会,双方围绕低空经济创新发展、无人机技术在社会治理中的实践,以及科技应用与人权保障的平衡等议题展开深度对话。

座谈会上,深无协国际部总监姚远首先介绍了协会的发展历程、全球产业合作网络及重点项目的推进情况。随后,智能交通秘书长杨漾以“从政策逻辑到产业实践”为主题,系统阐述了中国低空经济政策框架、产业链生态布局,并结合应急救援、城市精细化管理、公共安全治理等场景,分享了无人机技术的创新应用案例。泰方代表对中方在低空经济领域的制度设计与落地成效给予高度评价。

Ms. Aimon Siangyai 女士则详细介绍了泰国权利与自由保护部的职能范畴,涵盖人权政策推进、法律援助体系建设、社区安全网络构建及数字化技术在司法系统的融合应用。她强调,泰国政府正积极推动科技手段赋能公共服务与法治现代化,重点探索无人机、人工智能等技术在边境管控、灾害应急响应及公民权益保护等领域的创新应用,期待与中方加强经验互鉴。
聚焦前沿议题 共谋国际合作
在互动研讨环节,双方就“技术治理与法治规范的协同机制”“跨国科技应用的合规路径”“人权视角下无人机监管框架”等议题展开建设性探讨,现场交流氛围热烈。
会议最后,深圳市无人机行业协会正式邀请 Ms. Aimon Siangyai 女士及其团队出席2025年中国国际社会公共安全博览会(CPSE安博会),并期待她们在 2026年世界无人机大会(DWC)上就科技监管、人权治理、法律科技融合等议题发表专题演讲。希望借此契机,推动中泰双方在低空治理、技术伦理和公共安全等领域开展更具深度的国际合作。

Deepening Sino-Thai Exchange|Director General of Thailand’s Rights and Liberties Protection Department Visits Shenzhen UAV Association
In June 2025, Ms. Aimon Siangyai, Director General of Thailand’s Rights and Liberties Protection Department, visited the Shenzhen UAV Industry Association with her delegation. The visit focused on the development of the low-altitude economy, the application of drones in public governance, and the integration of technology with human rights protection.
Mr. Euan Yao, Director of International Cooperation, first introduced the association’s development history, global partnership initiatives, and its current strategic projects. Mr. Yang Yang, Secretary General of the Association, then delivered a comprehensive presentation titled “From Foundational Logic to Policy Evolution,” offering deep insights into China’s low-altitude economy, policy systems, industry ecosystem, and practical use cases in emergency response, urban management, and public safety. Her analysis was met with high praise from the Thai delegation.
Ms. Siangyai shared an overview of her department’s responsibilities, including national human rights policy development, legal aid systems, community protection strategies, and the use of emerging technologies in the justice system. She emphasized Thailand’s strong interest in leveraging drone and AI technologies in areas such as border surveillance, disaster response, and the protection of civil rights.
During the interactive session, both sides engaged in an open dialogue on topics such as the fusion of law and technology, cross-border compliance standards, and responsible drone usage from a human rights perspective. The atmosphere was warm, professional, and constructive.
At the conclusion of the meeting, the Shenzhen UAV Industry Association formally extended an invitation to Ms. Aimon Siangyai and her team to attend the 2025 China Public Security Expo (CPSE) and to deliver keynote speeches at the 2026 Drone World Congress (DWC) in Shenzhen. These events will offer a platform for deepening cooperation in areas such as technological governance, legal-ethical frameworks, and international collaboration in public safety and low-altitude regulation.
